Responsible for

  • Fleet Shared Services (FSS) - Operations Delivery for both GMP and Manchester City Council (MCC).
  • Fleet Shared Services – Delivery of maintenance and compliance activities for the vehicle fleet to assist the force in the achievement of its objectives for both GMP and MCC.
  • Asset/Compliance Register for both GMP and MCC.

Aim of job

  • To assist the Head of Fleet Shared Services & Transport in the delivery of all operational Fleet Shared Services to the agreed service level whether delivered in-house or by an external service provider for both GMP and MCC.
  • To develop service specifications and optimise the delivery of services/assets to improve quality and value for money for both GMP and MCC.
  • Provides visible and active leadership in the delivery of change within the Business Support Services Branch and MCC.
  • Promotes FSS policies, practices and decisions which recognise the current and evolving needs of all the stakeholders.
  • Proactive decision making to create value and operational effectiveness on behalf of Business Support Services Branch and MCC

Main duties and responsibilities

Fleet Shared Services

  • Manages FSS related services provided by all types of suppliers across the in-house and contracted out service providers.
  • Develops relationships with Contracted Service Provider Account Managers.
  • Manages the ‘day to day’ operational delivery of services through daily engagement with the delivery teams, including external service providers, ensuring that all service levels and obligations are achieved. Acts as a resolver and escalation point for disputes across the service.
  • Negotiates with Contracted Service Providers to ensure Fleet Shared Services achieves the highest value and prompt service delivery to benefit GMP.
  • Oversees performance measurement and undertakes service reviews with Contracted Service Providers.
  • Escalates overall performance management information to Senior Management.
  • Forms part of the out of hour’s team for the on Call Duty Manager Rota.
  • Carries out monthly Contract Management meetings with key Contracted Service Providers and Suppliers to ensure KPI/SLA compliance are met.

Governance

  • Supports the delivery of the Business Support Services Branch vision, strategies, objectives, policies and processes for how Fleet Shared Services can support the business, ensuring their alignment with the Policing Strategy, vision and goals. Collaborates with stakeholders ensuring they are up-to date, owned and governed and that performance against these is measured and regularly reported upon.
  • Plays an active role within governance, representing Business Support Services Branch at boards and meetings. Ensures governance mechanisms and authorities are in place to direct, monitor and evaluate compliance against set objectives.
  • Represents GMP/FSS at a Regional and National level, attending quarterly and annual meetings.
  • To act as ‘Specialist Client’, to develop service agreements and contracts, appropriate and effective Key Performance Indicators (KPIs) which will enable accurate assessment of performance levels and aid continuous improvement when meeting customer needs.
  • To develop stringent monitoring processes and ensure that services are meeting strategic objectives, customer expectations, adding organisational value and performance targets as identified in contracts, SLA’s, Key Performance Indicators and the branch Business Plan.
  • Maintains relationships with leaders within policing, other government agencies, and relevant commercial organisations to both contribute to best practice, and elicit best practice from other leading practitioners.
  • To develop and produce specialist specifications of work/goods and assets to enable an accurate procurement process, tendering process, equality in the analysis and the appointment of specialist contractors/suppliers.

Budget Management

  • To manage, on behalf of the HOFSS, Capital and Revenue budgets specific to the Fleet Shared Services Section of the branch e.g. service/maintenance c£1.5M, fuel budget c£2.2m and capital c£3.5M within the required limits and procedures to ensure achievement of objectives with best and most innovative use of resources.
  • Plans, manages and reports on business as usual programme budgets as well as other assigned budgets. Liaises with the Branch Finance Manager in regards to budget management and highlights any risks.
  • Adheres to and promotes the use of financial policies and procedures as set out by the Force, including those set for the procurement of goods and services.
  • A member of SLT Budget Meeting who considers the overall budget performance. Monitors and manages expenditure, ensuring that all financial targets are met, and examining any areas where budgets and expenditure exceed their agreed tolerances. Assists with the definition and operation of effective financial control and decision making, especially in the areas of service, projects and compliance cost models and the allocation and apportionment the allocated budgets.

Compliance & Risk Management

  • To be the Responsible Person in provision of statutory and legislative compliance in areas of responsibility e.g. Road Traffic Act, Driver and Vehicle Standards Agency, Construction and Use Regs.
  • Ensures processes are in place to monitor Compliance and report on these to the Head of FSS as agreed under the schemes of governance and delegated authority.
  • Ensures monitoring of current legislation and compliance requirements to maintain GMP assets in order to take proactive and reactive measures to manage and minimise/mitigate risk.

Business Continuity

  • Ensures Business Continuity Management plans are constantly reviewed adapted in line with changing building use and maintenance strategies to ensure compliance with the Civil Contingencies Act.  
  • Ensures service continuity of new and existing services are tested on an appropriate cycle.
  • A member of the Business Continuity Team at operational level, which produces business strategy for the Branch.
  • Ensure business continuity is embedded across the Fleet Shared Services Section and raise the awareness to business continuity management processes.

Service Provision

  • To manage a multi-disciplined team of staff from GMP and MCC that operate a 24 hours service that includes motor cycle repairs, vehicle engineering, vehicle commissioning and vehicle bodywork repair service that demonstrates value for money.
  • To ensure staff are recruited, trained, motivated, empowered and directed to achieve the required objectives in support of the branch business plan. Also to supervise other staff within the branch as required in project work, secondments etc.
  • To manage specialist contractors within the area of direct responsibility to ensure service delivery and value for money.
  • To co-ordinate and prioritise workloads necessary to meet customer requirements and to advise on staffing establishment levels necessary in order to complete these workloads. To undertake evaluation of all services making innovative recommendations regarding working methods, frequencies of all processes and policies.
  • To allocate/delegate work streams, projects etc. to own staff and specialist contractors ensuring appropriate management systems and procedures are carried out.
  • Liaise with the vehicle reception to ensure service requests are expedited and monitored effectively and service users are updated.
  • To effectively manage and monitor the service/maintenance process, including the development of robust service programmes, in accordance with all the varying service intervals as stipulated under all directives and regulations, and manufacturers recommendations.
  • To review daily progress and identify any short fall or deviation to planned/unplanned works to enable appropriate corrective actions to be implemented quickly, to ensure programme recovery and ultimately maintain assurances to compliance demands.
  • To allocate and manage the fleet to ensure the correct numbers of vehicles are allocated to Districts and Departments and their effective fleet utilisation.
  • To interpret operational requirements and manage customer expectations in the development of vehicle specifications, including role conversion of specialist police equipment, that ensures customer and all relevant legislative requirements are met.
  • To develop and project manage the annual vehicle replacement programme and subsequent police vehicle, conversions through specialist contractors to ensure delivery within the agreed timescales, obtaining formal quotations to the authorisation of payments at final account stages.
  • To attend all monthly progress meetings with specialist contractors to final sign off of vehicle builds.
  • Prepare tender documentation; including specifications, schedules, and work scopes etc., for all fleet related activities which includes goods and services.
  • To pioneer, develop and implement services using and exploring appropriate and most innovative market opportunities.
  • To provide cover for Head of Fleet Shared Services and to represent the branch as required at internal/external meetings including Project Boards etc.
  • To ensure effective communication throughout, and co-ordinate the provision of required FSS services for internal and external customers. Evaluate communication and co-ordination strategies periodically and seek to improve by testing and implementing innovative methods.
  • To prepare and assist in the provision/presentation of reports to Senior Management Groups and meetings as appropriate.
  • To develop and produce appropriate services which will meet client specifications and core business objectives.
  • To assist in developing and maintaining within Fleet Shared Services an awareness of the need to provide efficient and customer-focused services remaining focussed on clear communication strategies.
  • To develop, negotiate, implement and manage service level agreements with all customers.
  • To develop and implement value for money services using and exploring appropriate and most innovative market strategies.
  • To identify the needs to upgrade or replace workshop equipment to maximise asset availability and attain a compliant standing.
  • To ensure business continuity, conformity towards SLA’s and the reduction of long term reactive maintenance costs are achieved.
  • To develop and maintain asset registers and preparing scopes for annual capital bid applications for revenue.
  • To ensure all equipment is maintained and certification in relation to statutory compliance is current and is correctly retained at all corresponding equipment.
  • To ensure high standards in relation to health, safety and environmental expectations from contractors are achieved, ensuring that all safe systems of work are strictly adhered to with all permits to work, risk assessments and method statements readily available and in place.

Working with others within GMP

  • Works with SLT colleagues and Force subject matter experts to agree standards and policy for service levels and service management.
  • Works with SLT colleagues to agree the Business Support Services components of the Force’s Strategic Financial Outlook and Corporate Revenue budgets.

GMP Awareness

  • Has a firm understanding of the Policing Strategy, GMP’s vision, goals and objectives.

General

  • To promote and comply with GMP's policies on health and safety both in the delivery of services and the treatment of others.

  • Supervisors and managers have the additional responsibility of ensuring that staff undertake the appropriate training and fully understand and apply the required Force policy, procedures and information / records management standards in the course of their duties. Supervisors and managers should ensure that staff / officers understand their responsibilities in maintaining data quality and security and have appropriate processes in place to monitor compliance.
