Our client, a leading aerospace company, are looking for a Strategic Sourcing Manager / Supply Chain Contracts Manager to join their international team in Crawley. This position is a 50/50 split between Sourcing Management and Supply Chain Contracts Management. You will ensure all subcontracts are fully compliant to policies/procedures and to all appropriate International and Federal Regulations. You will assist in the development of material acquisition strategies and subcontracting plans, participate in gate reviews capture/proposal efforts, as well as facilitating relationships across organizations and suppliers. Strategic Sourcing Manager duties (approximately 50%): * Plan, coordinate and manage sourcing initiatives for direct and indirect products and services with international internal stakeholders, relating to commodity-specific business requirements for new business, renewals, and synergy efforts using Strategic Sourcing processes, policies, and guidelines. * Develop a strategic plan and savings goals annually for strategic suppliers. Responsible for overall relationship with one or multiple strategic supplier accounts. * Lead sourcing process from RFQ to contract management for certain strategic suppliers, including business and contract negotiations. * Establish sourcing and supplier goals with acceptable service levels. * Complete benchmarking and analysis of price proposals for synergy efforts, with concentrated efforts on enhancing price, quality, timing and reliability of supplier. * Develop new supply sources where needed by identifying and investigating qualified suppliers and manufacturers to ensure that the organisation’s standards of price, quality, timing, and reliability of supply are met. * Develop and manage routine and strategic relationships with suppliers, including risk-sharing arrangements, with an objective to enter into higher value, strategic enterprise-wide agreements at the global enterprise level. * Lead and/or facilitate project related material acquisition strategies in close collaboration with the Supply Chain Managers, Value Stream Leaders (VSLs), and Supplier Leaders across all phases of the product life cycle. Supply Chain Contracts Manager duties (approximately 50%): * Oversee contract negotiations, prepare contractual documents, and administer and manage multiple, high dollar major subcontracts of various contract types (i.e. – Firm Fixed Price, Cost Reimbursement, Services, etc.) for the organisation. * Lead the subcontracting effort, which may include the procurement or sourcing teams, to establish the overall subcontract plan, proposal review criteria, analysis, and evaluation of proposals. * Monitor and manage, as necessary, supplier performance for conformance to original proposal and maintains continual reviews to ensure that all requirements are fulfilled. * Ensure the development of, and supplier compliance to, subcontract management plans. * Conduct supply chain related bid and proposal assistance, contract negotiation, contract administration, and customer contact activities to ensure supply chain acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. * Prepare and issue Request for Proposals (RFP) in support of program requirements. Review and lead the evaluation of subcontractor proposals and sourcing, including fact finding, and cost and pricing analysis management. Evaluate supplier’s capability, quality, reliability, and price competitiveness. * Ensure strict adherence to subcontract compliance with public law and the companies policy and procedures, understanding and applying, as appropriate, International Regulations, Federal Acquisition Regulations (FAR/DFARS), FAA Regulations, and ITAR and import/export requirements. Strategic Sourcing Manager / Supply Chain Contracts Manager Requirements: * Significant experience of relevant aerospace or defense industry subcontracts management, material program management or related experience in international aerospace supply chain programs * Working knowledge of international regulations and governing laws of the UK and EU nations * Working knowledge of U.S. Government regulations (ie. FAA, FAR/DFARS) and Public Laws * Experience reviewing comprehensive Supplier Statements of Work (SSOW) * Demonstrated ability to administer and manage development and production firm fixed price and cost reimbursement (cost-plus) type contracts, specifically: Cost Plus Award Fee, Cost Plus Incentive Fee and Cost-Plus Fixed Fee type contracts * Proficient at data collection and collaboration for analysis, reporting, and future project opportunities. * Excellent presentation, oral and written skills to include briefings to Executives and Senior customers * Experience in Earned Value Management and/or Cost Account Manager (CAM) activities * Proficient with Microsoft Office programs (Excel, Projects, Word, PowerPoint) * Experience with risk management, who has led, facilitated, identified problems, and engaged appropriate stakeholders, to develop and implement a solution. * Strong negotiation, leadership, and interpersonal team building skills. * Thorough knowledge of subcontract formulation, Supply Chain practices, sourcing, and pre/post award subcontract administration * Proven negotiation skills with the ability to define strategies and assist in negotiations. * Bachelor's Degree (B.A. or B.S.) in business, management, supply chain management, contracts, or related experience We are an equal opportunities Recruitment Business and Agency.
